Mexico To Tender Licenses To Exploit 10 Deep-Water Gulf Areas

MEXICO CITY - Mexico will tender licenses to explore and drill 10 deepwater areas in the Gulf of Mexico as part of a landmark opening of its long-closed oil sector, the country's energy regulator said on Wednesday.
Four of the areas in the Perdido Fold Belt are expected to contain light crude, regulator CNH said.
No date has been set for the auction, but it will be decided in the third quarter of 2016, CNH President Juan Carlos Zepeda said, adding the auction will "absolutely" take place next year.
The deepwater contracts are some of the most prized assets available to foreign investors after the government opened up its long-shuttered energy sector last year, in part to better exploit its deepwater reserves.
Leading Yamal LNG contractor Yamgaz is understood to be ready to move more fabrication work on process modules for the Russian project away from the AG&P yard in the Philippines, which industry officials said has been facing capacity constraints since being awarded a Yamal subcontract last year.
“AG&P will be cleared of all ongoing work for Yamal modules,” claimed one source, adding that Yamgaz — a joint venture between Technip, JGC and Chiyoda — will most likely transfer partially-fabricated and outstanding modules to Chinese yards.
However, a spokesman for AG&P said it is continuing to supply critical process modules for the project.
The project remains on schedule, the spokesman said, but added that all details regarding delivery of the modules and the contractual agreement relating to them are confidential.
In June, Yamgaz transferred part of the fabrication work being carried out by AG&P to Qingdao McDermott Wuchuan (QMW), US player McDermott’s Chinese joint venture.
The engineering, procurement and construction contract covers mechanical completion, pre-commissioning, and load-out of six modules.
Last year, AG&P subcontracted to China’s Yangzhou Muyang Group fabrication work on up to 17 process modules weighing a total of 30,000 tonnes.
However, that job was later cancelled in part due to concerns about Muyang’s lack of experience in building sophisticated modules.
Chinese yard sources said China Petroleum Offshore Engineering’s (CPOE) facilities in Qingdao stand a good chance of taking over the remaining fabrication obligations.
CPOE is the only yard that has already finished its own module fabrication commitment for Yamal LNG.
Its yard is expected to be empty after its existing workload on Yamal finishes in April next year.
Yamgaz is to turn a subcontract with fabricator Jiangsu China Nuclear Industry Libert (LBT) into a formal engineering, procurement and construction contract, covering work on some modules for Yamal LNG.
Last year, Sinopacific Offshore & Engineering (SOE) along with LBT as subcontractor, won a deal from Yamgaz to build 310 modules for the Yamal LNG project, weighing a total of 80,000 tonnes.
LBT is fabricating pipes and will carry out assembly work on these modules, while SOE is responsible for steel structure fabrication.
UK supermajor BP has invited contractors to tender for an ocean bottom 3D seismic survey linked to its Tangguh LNG project in Indonesia for which it plans to take the final investment decision next year on a $12 billion expansion, writes Amanda Battersby.
Local operator BP Berau plans to carry out seismic surveys covering an area of up to 1072 square kilometres on its acreage in Berau Bay off West Papua province.
BP said this seismic acquisition is expected to have a high density in order to improve the resolution of data, reducing the noise level and better obtain quality production data.
BP is planning to start the seismic surveying no later than the first quarter of 2017.
Interested companies must utilise independent simultaneous source technology and have large enough inventory receivers to avoid or reduce overlapping shots.
Local and foreign contractors have been invited to qualify for the work, although there is a minimum 35% local content.
In November, BP also launched a tender for a “blanket civil work” contract at its Tangguh LNG site where the operator has plans for an ambitious expansion that will include a third 3.8 million tonnes per annum liquefaction train.
The workscope of this civil works contract will include upgrading and new electrical equipment, IT, fire alarms and plumbing. Skills required include welding and pipe fitting.
This contract for which qualification of contractors has begun requires a minimum 70% local content.
BP this year pushed back the final investment decsion for Tangguh’s Train 3 to 2016 against the backdrop of low commodity prices and new LNG supplies hitting the market from projects in Australia.
Upstream reported on 13 November that bids for the engineering, procurement and construction contract for the new train and the engineering, procurement, installation and construction of two wellhead platforms and associated pipelines are due in the first quarter next year.
Tangguh currently produces 7.6 million tpa from two trains.

A bidding process is under way for the wellhead platform that is part of the Ande Ande Lumut heavy oil project in Indonesia, writes Russell Searancke.
The 48-slot wellhead platform will sport topsides weighing between 2500 and 2800 tonnes, and be supported by a jacket weighing up to 2000 tonnes.
Sources said there are up to nine competing groups for the engineering, procurement, construction and installation of the platform, which will be connected to a leased floating production, storage and offloadling vessel via a 45-metre bridge link.
Project operator Santos is understood to have recently issued the invitation to bid for the platform.
Sources said there are many hungry Indonesian contractors keen to be involved in the Ande Ande Lumut project.
Local company Synergy previously did the front-end engineering and design work for the platform.
There is a separate bidding exercise under way for the FPSO, which will be able to process 40,000 barrels per day of oil.
Initial production is expected to be 25,000 bpd.
The FPSO storage capacity is earmarked at about 570,000 barrels of oil.
The vessel will need to handle up to 350,000 bpd of water and have a 22 megawatt power generation system for the numerous electrical submersible pumps required to handle the field’s large amounts of water.
The front-end engineering and design for the FPSO was completed by KBR and local partner Singgar Mulia.
Sources said significant doubts remain about the economic viability of the project, and that its chances of reaching a final investment decision based on current oil prices are low.
The initial phase of Ande Ande Lumut involves drilling 33 longer-reach horizontal wells into the K sand to achieve total recovery of 101 million barrels of oil.
The joint venture partners Santos and AWE are considering drilling an appraisal well in the underlying G-Sand reservoir, estimated to contain an additional 36 million barrels of oil, in the first half of 2016.

Statoil has awarded three contracts worth a total of nearly Nkr2.
5 billion ($287.2 million) for work on oil and gas export pipelines at the Johan Sverdrup field off Norway.
Italy’s Saipem has been confirmed for pipeline installation work starting in the spring of 2018 using its vessel Castorone.
Japanese player Mitsui picked up a deal for linepipe fabrication to start early next year, while Wasco Coatings of Malaysia will handle anti- corrosion treatment, concrete weight coating and internal flow coating for the pipelines.

Canadian-Chinese joint venture Husky-CNOOC Madura (HCML) has taken a key step forward on its MAC gas field development in the Madura Strait production sharing contract off Indonesia.
HCML is qualifying contractors for a marine survey.
The workscope includes a geophysical survey along the route of an eight-kilometre pipeline and a soil-boring geotechnical survey of about 50 metres around the site for the mobile offshore production unit.
There is a minimum 35% local content requirement for this marine survey job.
Upstream previously reported that HCML is considering a leased MOPU for MAC, with expected production seen at 64 million cubic feet per day of gas.
It is understood that HCML has already approached the market with preliminary enquiries for a MOPU.
Husky Energy and CNOOC Ltd each hold a 40% stake in the Madura Strait PSC, with Indonesia’s Samudra Energy on 20%.
The partners are already tendering for a floating production unit and related contracts for the combined MDA-MBH fields on the same block.

Iran has formally put on offer four exploration blocks in the Caspian Sea as part of its latest plans to expand and upgrade its oil and gas industry.
One of the blocks, Sardar-e Jangal, has 2 billion barrels of 39 degrees API oil in place, according to officials.
The acreage — blocks 24, 26, 29 and Sardar-e Jangal in Block 6 — was presented to potential investors at the Iran Oil Summit in Tehran late last month.
Iran has been slow to develop its Caspian energy assets because it has much more accessible resources in the south of the country and faces potential disputes with other Caspian littoral states in the absence of a regional border agreement.
Recent reports from Azerbaijan suggest that Iranian and Azeri oil and gas officials have been trying to reduce tensions over border issues and increase co-operation on energy and other projects.
Using a locally-built semi- submersible, Iran’s Khazar Exploration & Production Company (Kepco) has carried out some exploration drilling for more than a decade.
Some 2D and 3D seismic has also been shot in Iran’s Caspian waters, including by Shell, which pulled out of a project following a clash between Iranian warships and BP vessels operating from the Azerbaijani side at the turn of the century.
Two exploration wells have been drilled at Sardar-e Jangal — one was completed some years ago to a depth of 2500 metres and the other was production tested in early 2015 at 3500 metres, according to Kepco.
Little is known about the three other blocks on offer, but Kepco said investors in the Caspian can have access to considerable yard and related facilities at Neka, in the southeast part of the Caspian.
Under the terms of the new Iran Petroleum Contract (IPC) presented to foreign and local companies at a conference in Tehran in late November, investors are offered special incentives for working on reserves that have priority because they are either shared with neighbouring countries or are considered to be in risky areas.
Senior officials in Tehran have told Upstream that in the Caspian, investors can work under agreements that are very similar to the internationally accepted production sharing agreement formula.
Iran’s section of the Caspian may contain at least 5 billion barrels of oil in place, according to estimates made earlier this century.
There may also be considerable gas reserves.
Most of the potential fields are in deep waters of about 1000 metres.

A joint venture between CNOOC Energy Technology and Pulau Kencana Raya has pulled ahead of its two rivals in the contest to provide a floating production unit for the Madura MDA and MBH project in Indonesia.
The Chinese-Indonesian alliance is understood to have submitted the best commercial offer to project owners Husky Energy and China National Offshore Oil Corporation (CNOOC).
Two other groups led by Modec and Emas Offshore, and also including Indonesian partners, are the two competing potential suppliers.
Sources said there is no guidance as yet as to when a turnkey contract will be awarded.
However, Madura MDA and MBH is predominantly a gas project and the operating company already has a fixed price, plus a gas sales agreement in place to underpin contract awards and a final investment decision.
The floating production unit will be designed to handle up to 175 million cubic feet of gas per day, including a maximum 110 MMcfd from the MDA field and 55 MMcfd from the MBH field.
The vessel is likely to be a conversion and will be due for delivery 24 months after contract award.
Husky and CNOOC intend to charter the FPU for 10 years and will have an option to purchase the floater at a very low price, said sources.
Sources said that, if CNOOC Enertech and Pulau Kencana Raya are successful, the hull of the vessel will be fabricated in China, although there are calls being made domestically for the hull to be built in Indonesia.
Details around construction of the topsides could not be confirmed.
The MDA and MBH fields sit within the Madura Strait production sharing contract in the East Java Sea.
The project is the follow-up to the Madura BD development, which is in the construction stage.
The BD project is designed to produce 40 MMcfd of gas and 2400 barrels per day of condensate.
Husky said recently that the jacket and topsides for the BD wellhead platform were sailed out in late October and installed in 55 metres of water.
Development drilling is in progress, and the project is on target for first production in the 2017 timeframe.
Madura BD also involves a leased floating production, storage and offloading vessel being built by Bumi Armada.
“Our Indonesia gas developments represent some of the strongest growth opportunities in our deep portfolio and are particularly strategic in the current commodity price environment,” said chief executive Asim Ghosh.
Another discovery in the same area, MDK, will be tied into the existing fields and begin production in roughly the same timeframe.
The MDK field is expected to produce 10 MMcfd at peak. Husky said a gas price/volume contract is being negotiated.
Longer term, the company has four other Madura Strait discoveries that are under evaluation for development.

• Other conventional assets with current estimated production of approximately 600 boe per day consisting of 2.5 MMcf per day of natural gas and 170 barrels per day of oil and natural gas liquids, with an additional 100 boe per day of gas production currently shut in due to pipeline restrictions.

Eni makes gas, condensate discovery offshore Congo
Eni discovered gas and condensate offshore Congo in the exploration prospect of Nkala Marine, the company said in a news release. The prospect is located in the presalt Marine XII Block, about 20 km (12 miles) from the coast and 3 km (1.9 miles) from the Nene Marine Field, already in production. The find is expected to have a potential of 250 MMboe to 350 MMboe in place. During the production test, the well provided more than 300,000 scu. m/d (10.5 MMscf/d) of gas and associated condensate. The well, drilled in a water depth of 38 m (125 ft), encountered a major gas and condensate buildup in the presalt clastic geological sequence of lower Cretaceous age, crossing a hydrocarbon column of 240 m (787 ft). Eni estimates the resources in place of oil and gas discoveries made in the Eni-operated Marine XII Block to be about 5.8 Bboe. The production of the block, started last December, stands at about 15,000 boe/d. Additionally, the company reported it will restart an aggressive exploration campaign once crude prices rise to $70 dollars a barrel, a Reuters report stated. The company, which recently discovered the super-giant Zohr Field offshore Egypt, had an estimated 6 Bboe of resources in about 600 undrilled prospects in its key African region.
Egypt’s president approves $2.2 billion in exploration contracts
Egypt’s President Abdel Fattah al-Sisi approved six new oil and gas exploration contracts for investments worth at least $2.2 billion, the Oil Ministry said, according to a Reuters report. The agreements include the search for oil and gas in the Mediterranean, Nile Delta, Western Desert and the Gulf of Suez. The deals were initially mooted at an investment conference in Sharm El Sheikh earlier this year.

Searcher gears up for seismic survey over Gulf of Papua
Searcher Seismic is working to acquire about 17,000 km (10,563 miles) of 2-D long-offset high-resolution broadband seismic data over the Gulf of Papua, the company said in a news release. BGP is a partner in the project, which is being conducted in cooperation with the Department of Petroleum and Energy. The BGP Explorer has now mobilized for the project. The Haere survey is a grid of modern high-quality data that will be fundamental in assisting the reinterpretation of the geology in the Gulf of Papua and the identification of prospective structural and stratigraphic trends that can be used for regional evaluations and future detailed seismic survey designs, said Rachel Masters, Searcher’s global sales manager. The new survey brings Searcher’s total data library in the Gulf of Papua to 58,000 km (36,039 miles). Fast-track data deliveries will commence in first-quarter 2016.

Lundin Malaysia BV has made a small gas discovery with the Mengkuang-1 exploration well in license PM307 offshore Malaysia, a news release stated. The well targeted hydrocarbons in Miocene-aged sands located 75 km (47 miles) northwest of the Bertam Field operated by Lundin Malaysia. Mengkuang-1 was drilled with the West Prospero jackup rig to a total depth of 1,259 m (4,131 ft) below mean sea level. SBM Offshore wins contract for Browse FLNG turret FEED
Technip SA awarded SBM Offshore a FEED contract for three large-scale turret mooring systems associated with the proposed Browse Floating LNG (FLNG) development in Australia, SBM Offshore said in a news release. The three turrets are expected to be designs similar to and slightly larger in size than the Shell Prelude FLNG turret that SBM Offshore was awarded in 2011. Integration with the Prelude facility in Korea is currently ongoing. The proposed Browse project, operated by Woodside Energy Ltd., is located 425 km (264 miles) north of Broome in Western Australia. The project’s reference case is based on three FLNG facilities to develop the Brecknock, Calliance and Torosa fields in the Browse Basin and is subject to a final investment decision targeted for the end of the FEED in second-half 2016.
DNV GL wins contract for Ichthys LNG project
DNV GL has secured a contract to provide in-service verification and classification services to a range of facilities at the Ichthys LNG project in Australia, according to a news release. INPEX is preparing to transition from the project execution phase to the operational phase of the megaproject. Operations are scheduled to begin in 2017. The primary scope of work includes in-service verification of the Ichthys facilities, the central processing facility (CPF), FPSO, subsea production system, gas export pipeline, onshore combined cycle power plant and onshore LNG plant. DNV GL also will provide in-service classification of the CPF and the FPSO hulls. DNV GL has provided vendor inspection, verification and offshore classification support to the $34 billion venture since 2012. Located 220 km (137 miles) offshore Western Australia, the Ichthys Field sits on Block WA-285-P in the Browse Basin in the Timor Sea. This gas and condensate field lies at a water depth of 250 m (820 ft) and represents the largest discovery of hydrocarbon liquids in Australia in 40 years, according to the release.

CGG may cut 25% of staff in new restructuring
CGG SA released a new restructuring plan to begin next year that could see the French seismic survey group reduce its workforce by 25%, the CGT union said, according to Reuters. CGG declined to comment. CGG is already cutting 2,000 jobs over two years to reduce the workforce to 7,700 people by year-end 2015 in response to the sharp drop in the price of crude.
Deepwater gas field discovered offshore Romania
Lukoil, PanAtlantic Petroleum Ltd. and Romgaz discovered a large deepwater gas field offshore Romania, a press release stated. The field is in the Trident Block (EX-30). It was discovered after the exploratory Lira 1X well was recently drilled. Lukoil Overseas Atash BV is operator, and there is a concession agreement with the Romanian government that was finalized.
Romgaz’s share in the project is 10%, Lukoil’s is 72% and PanAtlantic Petroleum Ltd.’s is 18%. Water depth in the block ranges from 300 m to 1,200 m (984 ft to 3,978 ft). The Lira-1X well is about 170 km (106 miles) from the coast. It was drilled to a 2,700-m (8,860-ft) total depth by the Transocean Development Driller II semisubmersible rig. The well was temporarily abandoned for further evaluation of the Lira gas discovery. Seismic data indicated that the gas field’s area can reach up to 39 sq km (15 sq miles) with estimated natural gas reserves of 30 Bcm (1 Tcf). In 2016, an exploration well will be drilled at Lira and seismic data reprocessed to confirm the size of the discovery and assess potential hydrocarbon reserves.
Market conditions prompt more job cuts for Maersk Oil
Maersk Oil plans to shed between 10% and 12% of its global workforce in an effort to reduce operating costs by 20% by year-end 2016, the company said. The move, which also impacts employees in contractor roles and at the company’s headquarters, follows an extensive internal review of business activities and continued low oil prices. It brings the total number of positions taken out of the organization during 2015 to about 1,250.

Russia’s state property management agency is ready to sell off stakes in several major firms as part of a privatization plan if President Vladimir Putin backs the idea, Agency Head Olga Dergunova said, according to a Reuters report. The agency is ready to sell stakes in oil giant Rosneft, hydropower company Rushydro, diamond producer Alrosa and airline Aeroflot, Dergunova said. The government has recently recommended the agency speed up large asset sales irrespective of market conditions, she added.

Colombia will cut oil taxes to boost offshore exploration
Colombia will lower tax rates for oil companies drilling in some offshore Caribbean blocks, the Mines and Energy Minister said, in an effort to encourage exploration amid a global slump in crude prices, Reuters reported. Contracts for various offshore blocks will get a 25% discount on income taxes and will be exempt from value-added tax and customs charges. The move will help keep output near 1 MMbbl/d in the medium term. Colombia’s public finances have been battered by the fall in prices for crude oil, its biggest export and source of foreign exchange. The Andean country produced an average of 1 MMbbl/d of crude in September. State-run Ecopetrol produces more than half of Colombia’s oil, while the Canada-based Pacific Exploration and Production Corp. is the biggest private player. The government hopes to increase investment in the sector to about $15 billion per year from current levels of between $5 billion and $7 billion.

Because of low prices, $125B a year in spending is in limbo, mostly for oil production.
About a quarter is oil sands and another quarter is liquefied-natural gas projects. Exxon (XOM) is the most exposed,deferring 25 projects with the equivalent of about of 2.5M barrels of oil a day of capacity, equal to 2/3 of its current production, Tudor says.
Rosneft has sold a 20% share of Taas-Yuryakh Neftegazodobycha LLC to BP. The joint venture (JV) between Rosneft and BP based on Taas-Yuryakh Neftegazodobycha will continue further development of Srednebotuobinskoye oil and gas condensate field, which is one of the largest fields in eastern Siberia.
