Mexico's oil regulator voted on Thursday to improve the terms for its first-ever deepwater auction in December, giving energy companies and investors more flexibility to structure their bids as oil prices have slumped over the past two years.
In a meeting that was webcast, commissioners of the regulator known as the CNH voted unanimously to allow companies not involved in the day-to-day operations of a deepwater oil field to hold a larger stake than the project operator. The previous rule required that the operator hold the largest stake.
"The importance of this rule is it provides flexibility to form consortia," CNH President Juan Carlos Zepeda said in an interview following the vote. Companies form consortia to handle nearly all such projects to share the high risk and investment needed to drill and develop deepwater wells.
Bibby Offshore’s Norway division, Bibby Offshore AS, has secured its first contract in the region with ConocoPhillips Skandinavia.
Managed from Bibby Offshore’s Stavanger office, the workscope involves project management , installation engineering, procurement and subsea installation works, related to maintenance activities on the Norpipe oil pipeline.
The contract is due for completion in third-quarter 2016 and will utilize the construction support vessel Olympic Ares to support operator ConocoPhillips on integrity management of the Norpipe oil pipeline between the Ekofisk area and the Teesside facility in UK.
"We are delighted to have secured our first Norwegian contract with a leading E&P company, such as ConocoPhillips,” Arne Lier, managing director of Bibby Offshore Norway, said.
DeepOcean Ghana Ltd. today announces that it has been awarded a 3 year contract with options for two additional years, to provide a Light Construction Vessel (LCV) to Tullow Ghana Limited.
In this regard, DeepOcean Ghana has mobilised the DP2 ROV/construction vessel Dina Star with two DeepOcean Ghana owned 220HP Constructor ROV systems, commenced offshore activities mid March 2016. The scope of work includes inspection, maintenance and repair (IMR), surveys and subsea construction on the Tullow Ghana operated deepwater Jubilee and TEN Fields offshore Ghana.
DeepOcean Ghana Limited, an indigenous Ghanaian company in which Deep Ocean B.V. (DeepOcean) holds a 49% shareholding, commenced its working relationship with Tullow Ghana in February 2015 when it mobilized the Rem Forza to undertake multipurpose construction activities on Jubilee. The Rem Forza has now been replaced by the Dina Star, allowing the Rem Forza to continue working with Tullow Ghana to provide accommodation and construction support on the TEN project from March 2016.

TRONDHEIM, Norway -- Electromagnetic Geoservices (EMGS) is to make several changes to reduce the company's cost base and increase efficiency in line with the level of expected activity, the company said in a statement Thursday.
These structural changes will include centralizing and/or merging departments, in addition to other measures to cut costs. According to EMGS, the changes will result in a reduction of the company’s global headcount by about 15%.
EMGS expects to book restructuring charges of approximately $0.7 million in the second quarter of 2016. The additional cost measures will be implemented immediately and yield effects gradually, and they are expected to further reduce the company’s annual cost base by about $10 million.
"Whilst the interest in our technology continues to be high, our customers are delaying, cancelling or reducing work scopes, resulting in a lower demand for our services. Therefore, we continue to focus on cost control and cash flow, and implement changes to increase the efficiency of the organization," Christiaan Vermeijden, CEO of EMGS, said.

Natural gas and condensate production from two projects in the Arabian Sea off western India is expected to start later this year.
Oil & Natural Gas Corp. Ltd. (ONGC) said the Daman development project and the C-26 Cluster development project are expected to peak at about 11 million cu m/day of gas and 11,000 b/d of condensate.
The two projects include construction “in progress” of 10 wellhead platforms, one riser platform, and subsea pipelines. Drilling rigs have been “earmarked for” 36 wells.
ONGC said the projects will use processing and export facilities from the adjacent Tapti field. A Tapti asset transfer was signed Apr. 12 between ONGC and a joint venture, PMT, consisting of ONGC, 40%, British Gas, 30%, and Reliance Industries, 30%.
The asset transfer “is the first of its kind” in India’s upstream, ONGC said. Facilities no longer required by one E&P operator “can be optimally used by another operator to expedite the field development activities and also to reduce CAPEX burden.”

Solan oil field in the West of Shetland area offshore Scotland has started production.
Premier Oil PLC, the operator during development, said the first of two production wells is flowing naturally at restricted rates before start-up of an electric submersible pump.
Output will be suspended for commissioning of a water-injection plant, tie-in of a second water-injection well, and preparation for tie-in of a second production well.
The Diamond Offshore Ocean Valiant semisubmersible rig is drilling the second production well, which has cut 1,500 ft of what Premier describes as high-quality sands in the Jurassic Solan formation. The wells have 5,000-6,000-ft horizontal sections and need wire-wrap screens for sand control.

Statoil has now awarded two new contracts for the removal, transportation, disposal and recycling of the Huldra platform.
The Engineering, Preparation and Removal (EPR) contract has been awarded to Heerema Marine Contractors Nederland SE.
The contract for disposal and recycling of the platform has been awarded to AF Offshore Decom AS, a subsidiary of AF Gruppen ASA.
The total weight of the platform is approximately 10,000 tons, distributed over a 5,000 ton topside and a 5,000 ton steel jacket. It is expected that more than 95% of the platform will be recycled.
The plan is to remove the Huldra platform during 2019 with the subsequent disposal and recycling work taking place at AF Offshore Decom’s environmental base in Vats, Norway, within the first half of 2020.

Australia's WorleyParsons Ltd. disclosed Wednesday that it has been awarded a five year contract for Engineering, Procurement and Construction Management (EPCm) services for BP-operated assets in Azerbaijan, Georgia and Turkey.
Under the agreement, WorleyParsons will provide EPCm services primarily to BP-operated Sangachal Terminal and pipeline systems in Azerbaijan, Georgia and Turkey.

Schlumberger Limited (NYSE:SLB) announced today that it will reduce its activity in Venezuela to align operations with cash collections. This measure is a result of insufficient payments received in recent quarters and a lack of progress in establishing new mechanisms that address past and future accounts receivable.
Schlumberger appreciates the efforts of its main customer in the country to find alternative payment solutions and remains fully committed to supporting the Venezuelan exploration and production industry. However, Schlumberger is unable to increase its accounts receivable balances beyond their current level.
The reduction in activity levels will take place over the current month and will be made in close coordination with all customers in Venezuela to continue servicing those customers with available cash flow, while allowing for a safe and orderly wind down of operations for others.
Additionally, Schlumberger reaffirms its first-quarter revenue guidance of approximately $6.5 billion.

HOUSTON -- In late February, Weatherford completed a drilling and reaming project near Sakhalin Island, Russia, that resulted in a total of 52 hours in rig time saved.
The operator contracted Weatherford to enlarge a 3,641-ft (1,110-m) hole section from 8-1/2 in. to 9-1/2 in. on an offshore development well.
Weatherford deployed a dual-reamer bottomhole assembly including a RipTide drilling reamer and a RipTide Rathole Killer drilling reamer. Radio-frequency identification (RFID) tags enabled both reamers to be opened and closed remotely and selectively throughout the run. This method allowed the crew to drill and ream the hole section to a total depth of 14,629 ft (4,459 m), eliminate the rathole and clean the wellbore in a single trip.
By removing the need for a dedicated cleanout trip, which takes an average of 52 hours in this field, the RFID tools produced significant value in terms of time, cost and operational efficiency.
“This job was a perfect illustration of how team effort can produce results within an incredibly short timeframe,” said Nicole Carpenter, V.P. and global account manager at Weatherford. “We look forward to applying these tools to future operations in this field.”

OAO NOVATEK announced today that its subsidiary OOO NOVATEK-Yurkharovneftegas won an auction for the exploration and production license for the Nyakhartinskiy license area. The license duration is 27 years and the payment for the license was set at RR 1,057 million.
The Nyakhartinskiy license area is located in the Yamal-Nenets Autonomous Region in close proximity to the Yurkharovskoye field, which is being developed by OOO NOVATEK- Yurkharovneftegas. As of 1 January 2016, recoverable resources of the license area under the Russian reserve classification methodology amount to 215 billion cubic meters of natural gas and more than 70 million tons of liquid hydrocarbons.
The Chairman of NOVATEK's Management Board Leonid Mikhelson noted: 'The acquisition of this license is consistent with our long-term development strategy aimed at efficiently expanding the Company's resource base in our core producing region. It is also important that a significant share of the license area's resource base comprises liquid hydrocarbons'.
ABERDEEN, Scotland -- Proserv has been awarded a multi-million dollar contract with Statoil for the provision of production control equipment in Norway.
Proserv will supply five wellhead hydraulic power units (HPUs) for Statoil's Gullfaks oil and gas field, in the Norwegian sector of the North Sea, which is undergoing an extensive topside upgrade program.
The design, manufacture and supply of the work scope will be carried out by Proserv's specialist engineering and project teams in Stavanger, Norway. Work has already begun on the manufacturing of these systems and all five are expected to be delivered to Statoil by 2017.
Henrik Johnson, Proserv’s regional president for Scandinavia, said: “This is a significant win for the company that highlights the strength of our technical and engineering expertise as well as our market-leading status for the provision of surface production systems and services.”
The agreement comes just months after Proserv was awarded a contract to provide topside control equipment at one of the largest field discoveries on the Norwegian Continental Shelf. Proserv is supplying Aibel, on behalf of Statoil, with a HPU and three chemical injection panels for the Johan Sverdrup development’s drilling platform.
PERTH, Australia -- Woodside and Korea Gas Corporation (KOGAS) have signed a Memorandum of Understanding (MoU) for cooperation, extending the existing partnership between the companies.
The MoU was signed in Perth by Woodside CEO Peter Coleman and KOGAS President and CEO Lee Seung-Hoon.
The agreement, which renews a partnership in place since 2011, furthers cooperation between Woodside and KOGAS in a number of areas. These include developing future business arrangements, knowledge sharing, staff secondments, joint teconology studies and workshops.
Woodside CEO Peter Coleman said the signing gives both companies scope to create material benefits by working together to realize new project opportunities. “The business case for continuing our cooperation with KOGAS is clear.
