CALGARY (Bloomberg) -- Kuwait oil workers ended a strike that disrupted output in OPEC’s fourth-largest producer for three days, after the government said it wouldn’t negotiate while the walkout lasted.
Workers resumed their jobs at 7 a.m. local time on Wednesday out of respect for the country’s emir, after successfully showing the importance of their role in the economy, KUNA, the country’s official news agency said, citing a statement from a labor union. The report came soon after Anas Al Saleh, the acting oil minister, said on Alrai television the government wouldn’t hold talks with workers as long as a strike continued.
“The goal in going on strike was to send a clear message,” the Union of Petroleum and Petrochemical Workers said in the letter. “The workers reiterated in their action their role” in the economy, the union said in the statement in Arabic.
The workers went on strike to protest cuts in pay and benefits as Middle Eastern crude exporters reduce subsidies and government handouts. A global glut of crude has pushed prices 30% lower in the past year. Worldwide supply surpassed demand by 1.5 MMbopd in the first quarter, according to the International Energy Agency.

BAGHDAD (Bloomberg) -- Major OPEC and other crude producers will meet in Russia, possibly next month, in a new push to agree on an output freeze to shore up oil prices, Iraq’s Deputy Oil Minister Fayyad Al-Nima said.
Iraq sees oil prices rising slowly despite the failure of OPEC and other producers including Russia to reach an agreement on an output freeze in Doha on April 17, Al-Nima, who assumed the duties of oil minister after Adel Abdul Mahdi suspended his participation in the cabinet last month, said in a phone interview. There is still no agreement on an oil meeting in May, Russian Energy Minister Alexander Novak said after Al-Nima’s comment.
“Iraq will take part in this meeting,” Al-Nima said. “Iraq’s view is to have a freeze in output for a short period to help protect the interests of both producers and consumers equally by easing the surplus from the market and improving prices.”
Talks in the Qatari capital Doha between the world’s largest producers about capping production failed after Saudi Arabia insisted it wouldn’t restrain output without commitments from all members of the Organization of Petroleum Exporting Countries, including Iran, which has ruled out freezing for now. Tensions between regional antagonists Saudi Arabia and Iran have flared as they take opposite sides in bloody conflicts in Yemen and Syria.
Iran is seeking to boost crude production and exports after years of sanctions. The Persian Gulf country is vying for market share, which it says was captured by Saudi Arabia and other producers. Iraq is also struggling to rebuild its energy industry and regain customers lost during decades of conflict and sanctions.
Iraq’s crude production, including from fields in the semi-autonomous northern Kurdish region, is currently at a level of between 4.7 MMbopd and 4.8 MMbopd, Al-Nima said. Exports are currently 3.9 MMbopd, including from the Kurdish region, and are due to remain at the same level in May, he said.

LIVINGSTON, Scotland -- Cyberhawk Innovations, a leader in aerial inspection and survey using unmanned aerial vehicles, has completed the first ever commercial oil and gas inspection in Qatar.
This allows the significant cost benefits of Cyberhawk’s drone inspection service to be provided throughout the Qatari market, during a time in which oil and gas budgets are facing significant pressure.
The project, which saw the inspection of 136-m high flares, while still operational, was completed at an onshore oil and gas refinery in March 2016. An experienced team of two from Cyberhawk, including an industry qualified inspection engineer and oil and gas qualified inspection pilot, undertook the work using Cyberhawk’s state-of-the-art inspection UAVs.
This inspection marks a major step forward in the commercial use of drones in the region, which to date have been heavily regulated by the Qatari government due to concerns over security of airspace and privacy of citizens.
Cyberhawk undertook an intensive campaign, lobbying the government to explain the benefits on offer through UAVs, including significant cost and time savings, and how safely these unmanned aircraft can be operated by experienced operators.
After a thorough assessment of Cyberhawk’s track record and proven case study history in the Middle East, a panel of authorities granted an exclusive permit for Cyberhawk to conduct the work in Qatar.
This project also continues to build Cyberhawk’s growing client base in the Middle East, where it have been commercially operating since 2012. The company has already inspected more than 75 live flares and other oil and gas structures in Saudi Arabia, Abu Dhabi, Dubai and Oman.
“Following the successful completion of this project, we anticipate further opportunities will be created in the region, and will continue to support and advise authorities to help extend the boundaries of commercial drone usage,” Business Development Manager Ajay Sethi, who is based in Cyberhawk’s Abu Dhabi office, said.

IRVING, Texas -- Oil production has started under budget and ahead of schedule at Julia oil field in the Gulf of Mexico, Exxon Mobil said Tuesday. The first production well is now online and a second well will start production in the coming weeks.
The Julia development is located approximately 265 miles southwest of New Orleans in water depths of more than 7,000 ft. The initial development phase uses subsea tie-backs to the Chevron-operated Jack/St. Malo production facility, reducing the need for additional infrastructure and enhancing capital efficiency. Technology has also played a key role in the Julia development including the use of subsea pumps that have one of the deepest applications and highest design pressures in the industry to date.
“Successful deepwater developments like Julia, located more than 30,000 ft below the ocean’s surface, benefit from Exxon Mobil’s disciplined project execution capabilities and commitment to developing quality resources using advanced technology,” said Neil W. Duffin, president of Exxon Mobil Development Company.
The Maersk Viking drillship is drilling a third well, which is expected to come online in early 2017. Production results will assist in the evaluation of additional wells included in the initial development phase, which has a design capacity of 34,000 bopd.
“This initial production will provide Exxon Mobil with insight into the potential future development of the reservoir,” said Duffin.
Discovered in 2007, Julia field comprises five leases in the ultra-deepwater Walker Ridge area of the Gulf of Mexico.
Exxon Mobil, the operator, and Statoil Gulf of Mexico LLC each hold a 50% interest in the Julia unit. Over the past decade, Exxon Mobil has drilled 187 deepwater wells worldwide in water ranging from 2,100 ft to 8,700 ft.

LONDON -- Intertek has launched an onsite Coriolis flow meter calibration service, delivering technical expertise and cost and efficiency savings to its oil and gas clients.
Coriolis flow meters are one of the most reliable instruments with which to determine flow measurement and have become increasingly commonplace in oil and gas flow measurement systems. However, they must be calibrated periodically to ensure they are performing as accurately as possible.
As part of a new service, Intertek has invested in a highly specialized mobile Coriolis master meter skid unit to conduct Coriolis flow meter calibration. The unit performs to a greater level of precision than widely encountered in the market, with better than 0.1% accuracy. In an industry handling a high-value product, such as oil and gas, the accuracy of measurement equipment is crucial for correctness and profitability. Mismeasurement of oil and gas quantities can be extremely costly and affect an operators’ overall profit margin.
“Historically, calibrating Coriolis flow meters has proved challenging to operators. It usually involves the movement of large units between offshore and onshore sites, which requires downtime and can be costly. The mobile Coriolis master meter skid unit will now allow us to offer this service onsite, saving our clients time, money and the inconvenience and risk of moving their equipment,” Greg Dinkelman, business development manager, Calibrations and Metering, Intertek Exploration and Production, said.
The skid unit’s relatively compact size means it can be easily transported to offshore environments with restricted deck space, or to sites in very remote locations. An additional benefit is that calibration can be conducted under normal operating conditions, rather than within the artificial environment of a laboratory.

RIO DE JANEIRO (Bloomberg) -- Parnaiba Gas Natural SA, Brazil’s biggest independent natural gas producer, is considering acquisitions and preparing to expand output in Latin America’s biggest economy.
The Rio de Janeiro-based producer spent 800 million reais ($223 million) last year to expand infrastructure and drill 30 wells in what was Brazil’s biggest drilling campaign on land, CEO Pedro Zinner said in an interview. This has put the company on track to nearly double output to 8.4 MMcmg (297 MMcfg) in July, and it is looking to expand further, he said.
“We’re always looking at opportunities,” said Zinner at the company’s office in Rio. “We’ll see a lot of stranded assets.”
State-controlled Petroleo Brasileiro SA is looking to divest assets ranging from pipelines to offshore oil fields in an effort to ease the biggest debt load in the oil industry and withstand the worst oil market in a generation.
