Honeywell公司近期宣布山东鲁青石化有限公司引进了中国首套Honeywell丁烷催化脱氢装置,年产异丁烯量达1.7万吨。该装置安装在中国东部山东省的沿海地区,将满足中国工业对燃料和石油化工的需求。
Honeywell公司UOP工艺设备部副总裁和总经理Mike Millard表示,“项目开工会后仅20个月该装置就投入运行,相比同等规模项目工期提前了约一年,主要原因是使用了预制部件。这使得山东鲁青石化有限公司更早开始生产异丁烯,大大提高了该项目的经济效益”。
丁烷催化脱氢工艺是利用催化脱氢催化剂将异丁烷转化为异丁烯。异丁烯是生产高辛烷值燃料的主要成分,也可用于合成橡胶用于轮胎、医疗用品和其他消费品。
该技术性能优越,表现在可靠性高、能耗低、异丁烯产量高。其催化剂是以氧化铝做载体的铂催化剂,利用工业上成功的催化剂连续再生技术进行再生循环。
山东鲁青石化有限公司是该装置在中国的首个用户,目前该装置在中国已有七家用户,其中三家预计在2016年底开始运行。
除了丁烷催化脱氢工艺,Honeywell UOP公司同时具有生产丙烷催化脱氢的工艺,可将丙烷脱氢后转化为丙烯。自从1990年工业化以来,Oleflex平台已在全球范围内提供50种产品的生产工艺服务,包括生产丙烷(C3)、丁烷(C4)和丙烷丁烷混合物。
山东寿光鲁青石化有限公司是一家独立的综合型炼化企业,生产产品包括汽油、液化石油气、汽油添加剂甲基叔丁基醚。

Honeywell announced today that Shandong Luqing Petrochemical Co. accepted performance of China’s first standalone Honeywell UOP C4 Oleflex process unit, producing 170,000 tpy of isobutylene.
The unit, located in Shandong Province on China’s East Coast, will support the growing demand for fuel andpetrochemicals in China’s industrial sector.
“The new unit started up only 20 months after the project kick-off, about a year earlier than a typical project of this size, due to the use of pre-engineered components,” said Mike Millard, vice president and general manager of Honeywell UOP’s process technology and equipment business unit.
“This enabled Shandong Luqing to begin producing isobutylene much sooner, greatly improving projecteconomics," he added.
The C4 Oleflex process uses catalytic dehydrogenation to convert isobutane to isobutylene, the primary ingredient for making high-octane fuel and synthetic rubber used in tires, healthcare supplies and other consumer products.
The technology consistently delivers superior performance due to its reliability, low energy usage, high isobutylene yields, and a fully recyclable platinum alumina-based catalyst system using proven continuous catalyst regeneration (CCR) technology.
While Shandong Luqing is the first Chinese operator of a standalone Honeywell UOP C4 Oleflex process, the technology now has seven customers in the country -- with three of them anticipated to start up by the end of 2016.
In addition to the C4 Oleflex process, Honeywell UOP also licenses C3 Oleflex technology, a propane dehydrogenation (PDH) process that converts propane to propylene. Since the Oleflex platform was commercialized in 1990, the company has been selected for 50 units worldwide, including propane (C3), butane (C4) and mixed C3/ C4 service.
Shandong Shouguang Luqing Petrochemical Co. is an independent integrated refiner that produces gasoline, liquefied petroleum gas, and the gas additive MTBE.

Following the announcement, the Board of Directors held an extraordinary meeting, in which they elected engineer Pedro Pullen Parente as Petrobras’ Board member and CEO of the company, effective May 31, 2016.
In the same meeting, the Board appointed Human Resources, HSE, and Services Officer Hugo Repsold Júnior to exercise the responsibilities of the CEO on an interim basis.
Board Member Luciano Galvão Coutinho has also resigned from the Board. Petrobras says the position will remain vacant until the election of a new member of the Board.
According to Petrobras, Pedro Pullen Parente began his public service career at Banco do Brasil in 1971 and was transferred to the Central Bank in 1973, in both cases following public examination. He has been a consultant for the International Monetary Fund and public institutions in Brazil, including several State Departments and the National Constituent Assembly of 1988, and has occupied various government positions in the economics area. He was Minister of State between 1999 and 2002, having led the team handling the transition from President Fernando Henrique Cardoso’s government to President Lula’s administration. During this period, he played an important role as President of the Energy Crisis Management Chamber.
He was a member of the Board of Directors of Petrobras between March 24, 1999 and December 31, 2002 and Chairman of the Board as of March 25, 2002. He was COO of RBS Group between 2003 and 2009 and President and CEO of Bunge Brasil from 2010 to 2014. He currently is a member of the Board of Directors of SBR-Global, as well as an Executive Partner of the Prada group of consulting and financial advisory companies. He also has been Chairman of the Board of Directors of the BM&FBOVESPA – Securities, Commodities and Futures Exchange since March 2015.

The Canadian Association of Petroleum Producers (CAPP) has expressed disappointment with the New Brunswick government’s decision to extend the moratorium on hydraulic fracturing.
“Industry has been working with the government to ensure world-class regulations and environmental protection is in place,” said Paul Barnes, manager of Atlantic Canada and Arctic.
In March 2015, the New Brunswick Commission on Hydraulic Fracturing was created with a mandate to determine whether it would be possible to meet the five conditions set out by the New Brunswick government in order to lift the December 2014 moratorium.
CAPP provided the commission with a written submission to address the five conditions, focusing on social, economic and environmental impacts of hydraulic fracturing in New Brunswick. The commission’s report was released in February 2016.
The report indicates that increased natural gas development is an economic opportunity for New Brunswick. Natural gas will be consumed in large quantities by institutional, industrial and commercial users well into the future.
With a moratorium in place, natural gas will likely come from another North American source that uses hydraulicfracturing and New Brunswick will lose the opportunity.
“Producing natural gas at home can help the province create economic benefits, such as jobs, tax revenue, royalties and the ability to attract other business. The decision to extend the moratorium is a step in the wrong direction and sends a negative message about attracting investment to help grow the economy.”
Hydraulic fracturing has been done safely for more than 60 years in Canada. Comprehensive government regulations and industry practices are in place in jurisdictions where natural gas is produced, to ensure public safety and protection of the environment.
These best practices are the result of collaborative efforts from industry, regulators and governments working together to ensure safe, reliable operations are in place.
“We encourage the government of New Brunswick to reconsider the moratorium on hydraulic fracturing and to continue to work with industry to meet the five conditions. We have seen progress on this issue in other parts of Canada, and we don’t want New Brunswick to miss the opportunity.”
