The National Energy Board (NEB, the Board) will vary the sunset clauses for the Mackenzie Gas Project's Mackenzie Valley Pipeline and Mackenzie Gathering System to December 31, 2022. The extension to the sunset clause for the Mackenzie Valley Pipeline does not come into effect until it is approved by the Federal government.
In a letter to the proponents, released today, the Board said that the project is still in the public interest and that the original conditions attached to the project will require that it be designed, constructed and operated in a way that is safe and protects the environment. The Board went on to say that the extension would allow natural gas markets the opportunity to recover and preserve potential future economic opportunities for Northerners.
Imperial Oil Resources Ventures Limited, applied to the Board to extend the sunset clauses on August 20, 2015. On November 9, 2015, the Board extended the sunset clauses to September 30, 2016 so the Board could consider the application. As a result of devolution, the Government of the Northwest Territories Regulator of Oil and Gas Operations (OROGO) assumed responsibility for regulating onshore oil and gas activities in the NWT, outside of the Inuvialuit Settlement Region, and now regulates a portion of the Mackenzie Gathering System.
The Board and OROGO coordinated their respective reviews and invited the public to submit their comments on the requested extensions in November, 2015. The Board received comments from 14 groups and individuals, mostly in support of the application. Four of the parties opposed the extension.

Following attacks by a militant group, the Niger Delta Avengers, the Nigerian Agip Oil Company and Aiteo Oil are losing about 140,000 barrels of crude oil per day from their oilfields in Bayelsa State, it has been learnt.
At about $48 per barrel, an estimated $6.72m daily is lost by the two operators due to attacks on oil export pipelines operated by them.
Eni, an Italian energy firm and parent company of Agip, said the firm’s production had been cut by 65,000 barrels per day, following Friday’s attack on its pipeline in Bayelsa.
Earlier attacks on the oilfield on May 18 and May 24 had resulted in the shut-in of some 5,200 barrels of Eni’s equity share of oil output.
Aiteo, the operator of the Nembe Creek trunkline, which came under attack by the NDA on May 28, according to its spokesman, Mr. Sola Omole, shut the line conveying crude to the Bonny export terminal.
Omole said 75,000 barrels of daily production were deferred as the line remained out of service.
Although figures from Shell Petroleum Development Company could not be obtained, the oil firm had similarly declared force majeure on its oil exports from the Bonny export terminal.
Force Majeure is a legal clause that frees a company from liabilities arising from its inability to meet contractual obligations due to reasons beyond its control.
The Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, was quoted on Thursday as saying that Nigeria was producing 1.6 million barrels per day, excluding further production outages due to the attacks on Agip, Chevron and Shell recently.
Observers believe that the development is likely to affect the implementation of the 2016 budget premised on a daily production of 2.2 million barrels of crude oil.

Malaysia’s UMW Oil & Gas Corp. is teaming up with foreign partners for the first time to venture outside of Asia and predicts the slowdown that forced the company to idle most of its drilling rigs may be ending.
The Kuala Lumpur-based company, which had a record loss last year as it idled six out of eight drilling rigs, hopes to forge alliances with overseas firms to boost its chances of winning jobs beyond its home base of Southeast Asia, President Rohaizad Darus said in an interview, declining to name the companies. Charter rates have reached a bottom and the industry is showing signs of a slow recovery amid gains in oil, he said. The stock is poised for its best weekly gain in three months. It fell 1.1 percent at 10:33 a.m. local time. “We are already jointly bidding for contracts with our partners, and the alliances would be formalized after we get them,” Rohaizad said by phone. “My main objective is to get the rigs to work. We are seeing some recovery, but it will be slow.”
Crude has surged about 85 percent from a 12-year low in January, boosting the outlook for oil and gas service providers. They were the worst performers on Malaysia’s stock market in the past two years as the rout in oil dried up demand for their services and sparked a price war on charter rates.
Charter rates for drilling rigs dropped from a peak of $180,000 a day in late 2014 to about $100,000 a day in the third quarter of 2015, and are probably now less than $70,000 in Southeast Asia today, according to CIMB Group Holdings Bhd. in a report last week.
Earlier this week, the company won a charter contract from Petronas Carigali Sdn., the exploration arm of state oil company Petroliam Nasional Bhd.

Solstad Offshore has won work with SBM Offshore and BP for the towing and installation of the Glen Lyon FPSO representing a firm commitment of 220 days plus options.
The agreement with SBM Offshore is to tow the FPSO from Haugesund to its final location West of Shetland. Solstad is utilising a trio of AHTS vessels, the Normand Prosper,Normand Ranger and Normand Progress from its owned fleet, and is also chartering in a fourth vessel.
Solstad will also utilise Normand Prosper and Normand Ranger in a deal with BP for the heading control of the FPSO during installation.

Packers Plus Energy Services recently installed and stimulated an open hole completion system in the Kurdistan region of northern Iraq, the company said Wednesday.
This is the first well in northern Iraqi fields for Packers Plus, using the Stack FRAC HD system. The open hole method has proven successful against a number of other completion techniques that have been trialed as a practical and cost effective way to stimulate long horizontal well sections.
"The operator wanted a solution to overcome challenges around wellbore damage and complex geology," said Packers Plus President Ian Bryant. "We worked closely with the client to overcome these risks and to maximize operational efficiency."
All stages were successfully stimulated with acid, with clear pressure indications of packers setting, balls landing and sleeves shifting. Use of the open hole method provided numerous benefits, including isolation between all the zones, optimal fluid placement, maximized reservoir coverage, substantial time and cost savings. It also eliminated the need for coiled tubing, which significantly lowered potential problems. This system allowed for a continuous pumping operation and immediate flow back, putting the well on production without the need to mill plugs. Additional risk, time and cost savings were achieved by avoiding use of explosives, required for the alternative plug-and-perf method.

Oil Search Ltd. reported Friday that drilling continued at the onshore Strickland 2 exploration well in Petroleum Retention License (PRL) 269 in Papua New Guinea's (PNG) Highlands, with operator Repsol S.A. running and setting the casing prior to testing for the presence of hydrocarbon.
The company said the Strickland 2 well, which was spud May 8 by Rig 103, will test for hydrocarbon presence in the Darai limestone reservoir within a 4-way dip closed anticlinal trap.
Oil Search has a 10 percent interest in PRL 269, while Repsol, Barracuda Ltd. and Diamond Gas Foreland 269 B.V. hold 50 percent, 30 percent and 10 percent, respectively.
Elsewhere in PNG, Oil Search revealed that the PRL 15 joint venture formally agreed to drill the Antelope 7 appraisal well in the Gulf Province at the end of September.
"Well pad construction is underway and expected to be completed by the end of August," the firm said in a press release, adding that the drilling is intended to test for reservoir presence and definition on the western flank of the field.
Total E&P PNG Ltd. is the operator of PRL 15, also known as the Papua LNG Project, with a 40.1 percent stake. Its partners are Oil Search, InterOil Corp. and minorities, each holding 22.8 percent, 36.5 percent and 0.5 percent, respectively.

MOSCOW -- Rosneft and Statoil have started drilling an exploration well in the Sea of Okhotsk in Russia’s Far East.
In 2012, Rosneft and Statoil signed a cooperation agreement to jointly explore areas of the Russian shelf and for Rosneft, in return, to take part in exploration on the Norwegian shelf.
According to a Rosneft statement released Thursday, the companies spud the Ulberikanskaya-1 well, which lies in the Lisiansky license area, one year ahead of their license obligations.
The companies are also planning to drill a second well, within the Magadan-1 section of the Sea of Okhotsk, later this year. Water depth at both sites is less than 150 m.
"Rosneft is the country’s only company that continues the work on new projects offshore in accordance with its license obligations despite the complicated external environment,” Igor Sechin, chairman of Rosneft’s management board, said. “We are pleased to commence the key stage of project within the scope of the long-term cooperation with our partner—Statoil—the drilling of exploration wells in the Sea of Okhotsk."

OPEC will stick to its policy of unfettered production after members rejected a proposal to adopt a new output ceiling, but ministers were united in their optimism that global oil markets are improving.
While crude prices dipped briefly after Thursday’s meeting, there was little of the rancor that punctuated last December’s gathering. The more harmonious atmosphere meant the group was able to appoint a new secretary-general -- Nigeria’s Mohammed Barkindo -- something it hadn’t been able to agree on since 2012.
“The atmosphere in today’s meeting was calm without any tensions,” Iranian Oil Minister Bijan Zanganeh, whose disagreements with his Saudi counterpart had unsettled previous meetings. There is “very good unity” among members, he said.
The change of mood reflects two developments: a Saudi Arabian oil minister determined to make his first meeting a success and, more importantly, the 80 percent rally in oil prices since January that’s made ministers confident OPEC’s two-year old strategy of trying to win market share from higher-cost producers is working.
“There is a strong willingness to re-establish OPEC’s credibility, strengthen its voice while also bringing greater stability in the oil market,” said Alexandre Andlauer, head of oil and gas at financial research firm AlphaValue. “This is a clear Saudi ambition.”
While analysts agree supply and demand in the global oil market is much closer to balance than December, hurdles remain to OPEC regaining the market power it once enjoyed. Relations between the group’s two most powerful members -- Saudi Arabia and Iran -- remain strained by their regional rivalry, global stockpiles are at record levels and the field outages in Canada and Nigeria that have helped drive prices higher may prove temporary.
Brent oil fell on news of no OPEC output agreement before climbing to a seven-month high in London after the U.S. reported a drop in stockpiles. Prices were little changed Friday, with the international benchmark adding 14 cents to $50.18 a barrel at 2:16 p.m. Singapore time. The grade is still less than half its value before the Organization of Petroleum Exporting Countries decided to pump at full pelt in 2014.
In a briefing after the meeting Thursday, Saudi Arabia’s oil minister Khalid Al-Falih said there were reasons to remain cautious despite the improving market balance.
“We are concerned about high inventories,” he said. “We need to see a steady deficit at a reasonable level.”
Before the meeting, Saudi Arabia had floated the idea of restoring a group production ceiling as a gesture to show it had no plans to flood the market and it was serious about making the meeting a success. The proposal would have been largely symbolic and there was no suggestion anyone would cut production.
Ministers decided a cap wasn’t necessary at this stage. OPEC needs more time to come up with a new output new ceiling, outgoing Secretary-General Abdalla El-Badri said after the meeting, adding that it’s hard to find a target when Iranian production is rising and significant Libyan volumes are halted.
Iran has rejected any cap on output as it restores volumes following the removal of sanctions in January. The country’s refusal to participate in a production freeze proposed earlier this year prompted Saudi Arabia to block a deal between OPEC and Russia in April.
After that April meeting in Qatar -- the final appearance of former Saudi Oil Minister Ali Al-Naimi after two decades in the post -- Saudi Arabia had seemed ready to go it alone in global oil markets. A view supported by comments made by the powerful Deputy Crown Prince Mohammed bin Salman, who said the kingdom no longer cares about oil prices.

PARIS -- Technip has been awarded a major contract to develop the Bahr Essalam, Phase II development in the Central Mediterranean Sea.
This natural gas field development, which is operated by Mellitah Oil & Gas B.V. Libyan Branch, a consortium between National Oil Corporation and Eni North Africa, will be tied back to the Sabratha platform, which is situated approximately 110 km off the Libyan coast in a water depth of approximately 190 m.
The scope of work will see Technip perform the overall design, detailed engineering and deliver the project management, as well as procurement, installation, tie-ins, pre-commissioning and commissioning. This will be associated with the provision of a gas gathering system, comprised of production pipelines, two subsea isolation valve structures, umbilicals, as well as extensive diving and installation campaigns. It will also include modifications to the Sabratha platform regarding the topsides.
All offshore mobilizations will be undertaken from Malta, and a variety of vessels from Technip’s fleet will be involved in the project.
Offshore installation is scheduled for the second half of 2017 through to the second half of 2018.
“We very much look forward to working with Mellitah to safely and successfully deliver this large project, by leveraging our strong know-how and experience in high-quality product manufacturing and subsea installation,” Thierry Pilenko, chairman and CEO of Technip, said in a statement.

HOUSTON -- Halliburton worked with Eclipse Resources Corporation to complete hydraulic fracturing of the extended reach lateral test well known as “Purple Hayes,” the company said Tuesday.
The Utica shale well had a lateral length of over 18,500 ft and was completed with 124 frac stages in 24 days. The total depth was 27,046 ft, including the lateral extension which Eclipse believes is the longest horizontal onshore lateral ever drilled in the U.S.
The fracturing operations performed by Halliburton utilized the company’s Q10 pumps equipped with dual fuel technology, which performed with zero down time. In addition, SandCastle PS-2500 units equipped with Halliburton Dust Control systems provided superior sand loading logistics while reducing the environmental footprint on site. The efficiencies achieved with this equipment allowed Eclipse to improve its daily completion rate by 20% over the original plan, lowering their ultimate cost per BOE.
Tony Angelle, area V.P. for Halliburton said, “The Halliburton and Eclipse team worked incredibly efficiently on this well, setting 124 of our Obsidian Frac plugs, averaging 5.3 frac stages per day and achieving a North America land record of 26,641 ft in plug set depth. We are proud this accomplishment was made using our complete Frac of the Future fleet, including dual fuel pumps that reduced fuel consumption by 40%.”
