Australian state of South Australia will commit A$24mn (US$18.8mn) towards a program to incentivise companies to extract more gas and supply it to the local market with an aim to increase energy market competition, drive down costs for businesses and consumers and reduce carbon emissions.“The small number of energy suppliers in South Australia have too much power – if we increase competition, we will put the power back into the hands of consumers. Increasing competition in the energy market is the best way to drive down power prices for South Australian households and businesses,” premier Jay Weatherill said on September 8.Mineral resources and energy minister Tom Koutsantonis said there is a lack of available gas in the national market, a situation made worse by the decision in Victoria to ban onshore conventional and unconventional gas exploration and development.

Opec raised its forecast of oil supplies from non-member countries in 2017 as new fields come online and US shale drillers prove more resilient than expected to cheap crude, pointing to a larger surplus in the market next year. Demand for crude from the Organization of the Petroleum Exporting Countries will average 32.48 million barrels per day (bpd) in 2017, Opec said in a monthly report on Monday. That is down from the previous forecast of 33.01 million bpd. Opec itself kept output near a multi-year high in August, pumping 33.24 million bpd, according to figures Opec collects from secondary sources, down 23,000 bpd from July's figure, the report said.

Australian oil and gas exploration company MEO Australia is in talks with four companies over the farmout process for its WA-488-P block offshore W. Australia, containing the giant Beehive prospect.
MEO started a farm-out process to secure funding partners to progress the technical assessment of, and ultimately drill, the Beehive prospect, following conclusion of the recent seismic reprocessing and inversion project which, MEO says, has reinvigorated interest from major players.
To date, four substantial companies have engaged in the process and are actively reviewing the technical data for WA-488-P. MEO has said it is seeking responses from these potential farminees by the end of October 2016, but timing remains subject to ongoing market conditions and the addition of any new parties to the process.
MEO says Beehive is potentially a multi-billion barrel, oil prone prospect in the Bonaparte Basin located in 40m water depth next to the producing Blacktip field. It is potentially the largest undrilled oil prospect offshore Australia, developable by either FPSO or pipeline.

European and African focused energy firm Sound Energy announced Thursday that the second Tendrara well has now been drilled successfully through the salt cap to the second casing point at a measured vertical depth of 7,227 feet.
The latest development follows the spudding of the second appraisal well at Tendrara, onshore Morocco, on August 26. The well objectives of the TE-7 appraisal well include proving sufficient gas volumes and well deliverability to enable finalization of the field development plan and to demonstrate the benefits of sub-horizontal drilling, which is expected to be implemented as the production well concept for Tendrara.
Drilling is planned to reach a total measured depth of 11,286 feet, with specific tools being used to steer the well at close to an 88 degree angle inside the TAGI reservoir to ensure a horizontal drain of between 1,968 and 2,952 feet. Operations at the well are expected to be completed in approximately 94 days.
The company will now proceed to drill towards the third and final casing point, directly above the reservoir.
Commercial oil production at the giant Kashagan field in Kazakhstan will begin in November, the chief executive of state oil firm KazMunayGaz said on Friday. Previously the start of commercial level production had been expected in October.

KazMunayGaz signed a contract last month with trader Vitol to arrange a prepayment for its share in the Kashagan oil worth $1 billion.
Kashagan's output will be a modest 50,000 to 1 million tonnes this year, 3 million to 5 million tonnes next year and then 7 million tonnes in 2018, Kazakh Energy Minister Kanat Bozumbayev said in May.
