招标项目：REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR CONSULTING SERVICES FOR ON UPGRADATION OF TECHNICAL AND FISCAL TERMS OF THE MODEL PRODUCTION
SHARING CONTRACT (MPSC) FOR OIL & GAS EXPLORATION IN BANGLADESH

OBJECTIVE OF THE ASSIGNMENT:
The objective of the assignment is to secure appropriate technical and financial advices from a reputed consultancy firm for updating the MPSC for onshore and offshore with special emphasis on deep water oil and gas exploration and development.

SCOPE OF WORIK:
1.Examine the existing Model PSC and assess the need of changes or up-gradation to make the model competitive.
2.Compare the current terms under the Bangladesh Model PSC with those terms applying in a peer group of countries.
3.Using outputs from the review under section 3.2, determine whether Bangladesh’s fiscal terms are internationally competitive and if not, what are the potential changes that could be made to the terms to make internationally competitive.
4.Assist Petrobangla in determining the optimal terms that would meet the target of making Bangladesh an attractive province for exploration and development activities.
5.Petrobangla shall assist the consultants in securing relevant information and reports on Bangladesh gas sector and associated literature.

Interested consulting firms must provide information indicating that they are qualified to perform the
services. The short-listing criteria are:
a) Age of firm
b) Availability of key professionals
c) Experience of the firm in similar task
d) Total experience of the firm
e) Resources & Support services ofthe firm

Consultants are requested to submit the following supporting documents against the above mentioned criteria: (a) Registration paper of the firm (s); (b) JV agreement/letter of intent (if applicable); (c) Firm’s brochure; (d) Audited financial reports for last three years; (e) Service experience record; (f) Short
Biography of Key Professional; (g) Company’s Income Tax certificate/Income Tax registration certificate.

Interested consultants may obtain additional information from the office at the address below during office hours i.e., 0900 to 1700 hours BST, Sunday to Thursday.

Expression of Interest (2 copies) must be delivered by July 26,2016.
