JBIC, Pemex sign MOU to support Japanese participation in Mexican oil, gas projects State-owned Japan Bank for International Cooperation has signed a memorandum of understanding with Mexican state-controlled oil and gas company Pemex on areas including support for Japanese companies’ participation in upstream development and refinery upgrades in Mexico, JBIC said Wednesday. The latest MOU will expand the scope of bilateral cooperation into the areas of energy-related infrastructure and the environment, compared with the earlier one signed in 2014, which focused on upstream oil and gas projects, a JBIC official said. In 2018 Inpex, Japan’s largest upstream company, won a 35% stake in Block 22 AP-CS-G03 in the Salina Basin in Mexico’s second deep-water exploration bidding round, together with operator Chevron (37.5%) and Pemex (27.5%). The block is in the Mexican sector of the southern Gulf of Mexico’s deep-water area, about 250 km (155 miles) offshore Mexico. It covers an area of 2,879 square km (1,112 square miles), where the water depth ranges between approximately 1,400 and 2,300 meters. It was Inpex’s second participation into the Mexican sector of the Gulf of Mexico.
