Mr. Buhari said Nigeria “as a responsible member” of the Organization of the Petroleum Exporting Countries was willing to go along with a Saudi Arabia initiative limiting output so that prices would go up, according to a statement from his office. “Output cuts had always been difficult for Nigeria considering the country’s peculiar circumstances of large population, huge expanse of land and state of under-development. I wish we can produce more,” Mr. Buhari said in an audience with Ahmad Qattan, special envoy of Saudi King Salman Bin Abdulaziz, at State House, Abuja. Nigeria, Africa’s biggest oil exporter, relies on crude exports for over 90% of foreign exchange earnings and about 70% of government revenue, according to the International Monetary Fund. Nigeria, which was exempted from previous cuts since January 2017, was asked to join the reduction deal during OPEC’s Dec. 7 meeting in Vienna. Mr. Qattan said Saudi Arabia had reduced its output by 1.4 million barrels per day to ensure that prices went up, adding Saudi Arabia alone couldn’t bring stability to the oil market and shore up prices. Mr. Qattan said the Saudi Arabian king sent him to Nigeria to make a request to Mr. Buhari to ensure Nigeria’s compliance with quotas assigned in January.
