The company foresees a modest improvement of oil-well completion levels in 1Q, but still is anticipating pressure on service pricing, Miller says. Smaller oil-producing customers with limited access to capital are likely to aggressively cut their budgets unless oil prices increase, according to Miller, who adds that many customers in the Permian Basin should go back to work in 2Q to take advantage of new pipelines that are slated to open. Halliburton shares are off 2.5% in early trading.
