The company processed 425,800 b/d of crude oil in the second week of October, 64,100 b/d less than in the previous week and down from 866,000 b/d in mid-April. Light crude oil shortages at simple-configuration refineries and technical problems in the 190,000 b/d Madero and 285,000 b/d Minatitlan refineries have been interfering with Pemex’s overall refining activities. Amid these ongoing refinery technical problems, Pemex has attributed low refinery runs to its strategy of prioritizing profitability over production. This has led the company’s downstream subsidiary to be profitable for the first time in many decades, Pemex has said. Pemex has largely limited its domestic refinery processing due to the relatively high yield of residual fuel oil compared to gasoline, and resulting low profits. Pemex stopped all operations at Minatitlan during the second week of October after attempting to restart the refinery during the first week of the month, processing 23,000 b/d. In late 2017, Pemex halted operations at Minatitlan to do major maintenance work. The refinery was unsuccessfully restarted in the first quarter, requiring a second round of repairs in late March. The refinery was then restarted in April, processing 89,000 b/d in mid-May. However, it was shut for a second round of maintenance in June and July. Madero was shut in September 2017 and restarted in February, reaching a crude processing level of 85,000 b/d in March-April. However, the facility subsequently had multiple shutdowns. Currently, Madero has been down since July, but is expected to be restarted by the end of the year, Carlos Murrieta, Pemex’s downstream director, said last week at the company’s Q3 earnings call. The company’s Salamanca refinery was expected to be shut down in Q4 to provide maintenance to multiple components including its desulfurization unit. However, sources at Mexico’s Energy Secretariat have said this maintenance has been postponed to Q1 2019. This delay is expected to prevent a further decrease in domestic production of refined products as Mexico heads into its high driving season by the end of the year. In the second week of October, Pemex produced 182,000 b/d of gasoline and 73,000 b/d of diesel, a decrease of 43,000 b/d and 17,000 b/d, respectivel,y compared with the previous week. Pemex expects it will boost its refining utilization rate in November at simple configuration refineries through the import of 1.4 million barrels of US light shale Bakken oil throughout the month.
