The ruling on Wednesday, by a tribunal representing the International Chamber of Commerce, will have to be confirmed by the U.S. District Court in New York. It is among the biggest so far against Venezuela’s national oil company, Petróleos de Venezuela SA, or PdVSA. The company has defaulted on more than $2.5 billion in debt and isn’t expected to make any payments to ConocoPhillips or other firms that are suing for assets taken by Venezuela’s socialist government.
