The closure of the Houston Ship Channel and other Texas ports are keeping imported crude out, but that’s also keeping exports of crude and fuel in. Refineries have sharply curtailed fuel output: Goldman Sachs analysts estimate that 16.5% of total US refinery capacity is offline and say that there could be more closures to come as the storm drags on. But demand will also take a hit: Goldman notes that the impact of a strong storm on gasoline demand “is large and can last several months.”
