Ecuador is among OPEC’s smallest producing countries, but the news is a symbolic setback for the Organization of the Petroleum Exporting Countries, the 14-nation cartel that has tried to juice the oil market with by withholding oil supplies. Ecuador’s Energy Minister Carlos Prez said in a local television interview that the country could no longer afford to restrict its output “because of the needs that the country has.” Ecuador agreed to reduce oil output by 26,000 barrels a day from October levels of 548,000 barrels a day, but Mr. Prez said the country is falling about 10,000 barrels a day short.
