Gujarat Refinery, a unit of Indian Oil Corporation Ltd. invites electronic bids through its website https://iocletenders.gov.in under two bid system, (Part-I i.e. Techno-Commercial Part & Part-II, i.e. Price Part) from bonafide experienced contractors of financial standing and reputation for the work as per details given below.
1.Name of the work and location:Engineering Assistant to Engineering Services department at Gujarat Refinery.
2.Cost of tender document (Non-refundable) Nil.

Telex/ Fax/ e-mailed offers and physical bids shall not be accepted.
7.Date and time of opening of Part – I online:
(Techno Commercial Bid) 15:00 hrs. on 06-Jan-2016 online.
8.Opening of Part- II (Price Part) online:
The price bids of Techno-commercially acceptable bidders only shall be opened online after giving due intimation to them.
9.Earnest Money Deposit/ Bid Security ( Please refer Instructions on EMD/Exemption of EMD): Rs. 29,000.00 #
10.Time allowed for completion of job24 (Twenty-Four) Months, extendable further for a period of 12(Twelve) months on same rates terms & conditions on sole discretion of IOCL/owner, subjected to satisfactory performance of the contractor.
11. Preference to MSEs. Tender quantity can be split.
(Refer to clause 6 of Public Procurement Policy, 2012 for MSE, Annexure-‘B’ of Special Conditions of Contract – Commercial)
12. Validity of the Offer/Bid Validity of the offers submitted shall be 04 (four) months from the date of opening of the techno commercial part (Part I).
13. Pre-qualification requirement :
Technical pre-qualification criteria:
i. Bidder should have carried out Stress analysis of piping during any of the last five years ending on last day of the month immediately previous to the month in which last date of bid submission. Bidder has to provide one work order copy as a proof of the same.
ii. Bidder should have carried out preparation of piping engineering drawings during any of the last five years ending on last day of the month immediately previous to the month in which last date of bid submission. Bidder has to provide one work order copy as a proof of the same.
OR
iii. Combined one work order containing item for stress analysis and piping engineering drawing will also be acceptable.
14. The Bidder shall furnish the PAN details along with their bid.
15. General Instructions to bidders:
15.1. The intending Bidder(s) is requested to obtain Class II or above Digital Signature Certificate (DSC) from any authorized certifying agency and register themselves with IOCL website using the DSC. Detailed instructions are available on the website under the section “Bidders Manual Kit” and “Help for Contractors” section.
15.2. The Tender Document is available on our website: https://iocletenders.gov.in and can be downloaded from the website. The offer is to be submitted through IOCL e-tendering site https://iocletenders.gov.in. Offers submitted in physical form shall not be considered and shall not be evaluated.
15.3. The bidding document is a non-transferrable document that shall not be transferred to any other agency without the specific prior written permission of the tender inviting authority.
15.4. Bidder to take notice of corrigendum / amendment floated on e-tender website. Failure of bidder to submit tender without taking cognizance of corrigendum / amendment issued by IOCL shall make the bid liable for rejection.
15.5. Any addendum/Corrigendum/Sale date extension in respect of above tender shall be issued on our website:
‘https://iocletenders.gov.in’ only and no separate notification shall be issued in the press. Bidders are therefore requested to regularly visit website to keep themselves updated.
15.6. Bidder to note that all communications will be through E-tendering website. The validity and correctness of the e-mail address should be ascertained and shall be the responsibility of the bidder.
15.7. Bidders are requested to submit all the required documents as per NIT/Tender along with Techno-commercial bid itself on due date & time of bid submission. The Tender shall be completely filled in all respects and shall be tendered together with requisite information and Annexures. Any tender incomplete in particulars shall be liable to be rejected.
15.8. The tender issuing authority reserves the right to reject any or all of the offers received or any part of the tender without assigning any reason.
15.9. The OWNER reserves the right not to accept the lowest rates quoted by the Bidder.
15.10. Telex/Telegram/Fax/E-Mail/Physical form offers shall not be accepted.
15.11. Tendering can be abandoned without assigning any reason. No compensation shall be payable for the efforts made by the bidder.
