T1, Invitation To Tender
1.0 Terms of Tender and Tender Overview
1.1.1 The terms and conditions applicable to this Tender Process are detailed in Sections T1, T2, T3.
1.2 Description of Scope of Work/Service/Supply
This scope of work document intends to clarify to the bidders in terms of requirements, design,
supply, installation and commissioning (EPCC) of this project.
In nut shell, bidders have to understand the requirement of performing a detailed engineering tudy to design, procure, construct and commission a Chloride Guard Bed vessel at Aromatics Plant. The vessel diameter is 2.5 m and hight is 9 m. Sizing of piping connected from/to the vessel to be verified. At least 5 tie-in points to be taken from existing process & utility lines. Also, all required civil foundation and piping supports to be calculated. A Pressure Differential transmitter and a Pressure Gauge to be procured. In addition to that, 3 lights to be procured as well as all required cables, cable trays and junction boxes. When construction is completed, instrument & electrical items to be hooked, configured and tested. Finally, after a successful commissioning, the vessel to be smoothly handedover to Aromatics Plant Operations.
Bidders shall make a site visit before the submission of the bid, in order to visualize the job scope completely
2.1.1 This Tender is a public open tender and is open to any company, local or international, that can meet the Technical and Commercial criteria. Tenderers that participate in this Tender that are not registered with Joint Supplier Registration System (“JSRS”) will be required to register on their website (http://businessgateways.com/jsrs) if their Tender is successful. However it is advisable for all Tenderers to commence registration during the Tender Process.
2.1.2 No affiliate of the Tenderer shall be eligible to Tender or participate in a Tender in any capacity
whatsoever unless it can be demonstrated that there is not a significant degree of common ownership, influence or control amongst the Tenderer and the affiliate. This may also include Approved Registration requirements with Orpic or JSRS.
3.1.1 The Tender Fee for this Tender is One Hundred Fifteen Omani Rials (OMR 115.00).
3.1.2 Prior to collecting the Tender Documents, the Tenderer is required to deposit a non-refundable
“Tender Fee” into Orpic’s bank account as per the details hereafter:

3.1.3 A receipt confirming deposit and identifying the Tenderers’ name and the Tender number, e.g.
[Tenderer trading name] deposit for Tender [9900007778], must be presented scanned and forwarded via e-mail, to the Orpic Contracts Engineer before the Tender Documents can be released to the Tenderer.
3.2.1 In order to correctly identify the Tenderer and the Tenderer’s point of contact for this Tender
process, Appendix 1 shall be completed by the Tenderer, must be presented scanned and forwarded via e-mail, to the Contracts Engineer before the Tender Documents can be released to the Tenderer.
3.3.1 Prior to collection of the Tender Document the Tenderer shall sign the attached Confidentiality
Declaration (Appendix 2). The Confidentiality Declaration must be completed, signed by an authorised person, with the Tenderers company stamp, must be presented scanned and forwarded via e-mail, to the Orpic Contracts Engineer before the Tender Documents can be released to the Tenderer.
4.1.1 All communication with Orpic shall be through Clarification Requests as defined in Section ‘T2 Instructions to Tender’, in writing and addressed to the Orpic Contracts Engineer: Always mention The Orpic Tender [Number and designation/title of the Tender] 。Ibrahim AL HABSI ibrahim.alhabsi@orpic.om
In order to avoid the commonly made typing error, your attention is drawn to the fact that the above e-mail address domain ends with …@orpic.om, and NOT with .com
4.1.2 No Clarification Requests shall be entertained after the Clarification Request Closing Date included in the table in Article 8 below.
4.1.3 Enquiries communication by telephone is strongly discouraged; and it shall be limited to the minimum necessary such as emergencies.
5.1.1 Once the Tenderer Details Sheet, Confidentiality Declaration and confirmation of payment of Tender Fee requested have been received, the Orpic Contracts Engineer shall send Tenderer/Bidder the Tender Documents. The Tender Documents may be issued only by e-mail.
6.1.1 In the unlikely event, that should a Tenderer be required to collect the documents from Orpic offices then the Contract Engineer shall provide details of the information/documentation required to obtain a Security Gate Pass for entry to Orpic.
7.1.1 A Site visit/ Tender Documents clarification meeting might be held on the date given in the table in Article 8. Details of the attendees (a maximum of 2 representatives) must be submitted to the Orpic Contracts Engineer prior to the date advised.
8.1.1 The Technical Proposal Submission Date and the Commercial Proposal Submission Date are the same day, and the Technical Proposal and Commercial Proposal shall be in separate sealed envelope, but enclosed in a single package or box [electronic Proposals must be inside the envelopes in order to falicitate the assessment]. The evaluation of the Technical Proposal and Commercial Proposal are at the discretion of Orpic and shall be as follows:
The evaluation of the Technical Proposal is conducted first and followed by the evaluation of the Commercial Proposal subject to a satisfactory evaluation of the Technical Proposal.
