LLC “LUKOIL Uzbekistan Operating Company” announces Competitive Bidding LUO/50/11-15/520 “Technical Diagnosis, Examination and Appraisal of Safety of Gas Field Equipment, Field and Process Pipelines at Khauzak Shady, Kandym and Gissar Blocks”:
LOT 1. “Technical Diagnosis of Khauzak Shady, Kandym and Gissar Field Pipelines in 2016 – 2018”;
LOT 2. “Technical Diagnosis, Examination and Appraisal of Safety of Khauzak Shady, Kandym and Gissar Gas Field Equipment and Process Pipelines in 2016 – 2018”.
The Competitive Bidding may be participated by legal entities, local and foreign agencies, which have experience of similar works/services and are not prohibited from participating in the Competitive Bidding and/or performing similar works/services in the Republic of Uzbekistan by the legislation of the Republic of Uzbekistan or legislation of the country of their state registration.
Prospective Bidders shall meet the requirements of the Bidding Documents including:
a) at least USD 300,000 (three hundred thousand US dollars) average annual turnover of similar works in this field within the last three (3) years (2012, 2013, 2014);
b) work experience as General Contractor under three or more Contracts for the works similar to those put up for the tender within the last three (3) years (2012, 2013, 2014);
c) availability of personnel qualified for the works being subject of the competitive bidding and certified equipment that may be freely used;
d) availability of NDT specialists of at least level II in the following types of NDT: ultrasonic, acoustic emission, magnetic particle, visual – measurement, dye-penetrant methods;
e) Bidder shall ensure availability of the required number of personnel at the site of field works:
– at least two (2) NDT specialists with permit for works at height with application of hoist (platform);
– at least two (2) NDT specialists with permit for gas hazardous works with application of self-contained breathing apparatus;
– at least one (1) expert in oil and gas industrial safety authorized to calculate remaining life;
f) if works or services related to performance of the Contract belong to licensed types of activity or to the types of activity requiring additional permits / consents, appropriate licenses / consents/ permits shall be available; or
– availability of preliminary written agreement of the companies possessing such required licenses / consents/ permits for their participation as subcontractor, or
– availability of appropriate licenses / consents/ permits that may be recognized in the prescribed manner in the territory of the Republic of Uzbekistan;
g) at least one (1) Contract for diagnosis of pressure vessels, diagnosis of process and field pipelines within the last three (3) years (2012, 2013, 2014);
h) Work Supervisor shall have higher technical education and at least three (3) years’ experience of the works similar in nature and scope.

Application of Bidder shall be drawn up in accordance with the form given at http://lukoil-overseas.uz/tenders/info and sent to above address.
Set of documents will be sent by e-mail or by post without any responsibility for loss or delayed arrival, it may also be handed over to the Authorized Representative of Bidder at the above address upon submission of a written application for participation in the Competitive Bidding.
Source of financing: at the own expense of LLC “LUKOIL Uzbekistan Operating Company”.
Sealed Bids shall be delivered to the address: 1 “A”, Olmazor st., Tashkent, 100027, the Republic of Uzbekistan. Deadline for Bid submission is 3:00 p.m. December 29, 2015.
Bid Opening will take place on December 29, 2015 at 4:00 p.m. at the address: 1 “A”, Olmazor st., Tashkent, 100027, the Republic of Uzbekistan, in the presence of Authorized Representatives of Bidders, who wished to take part.
