Mexico to take first steps toward free market in gasoline

Mexico’s government will launch a complex system that aims to phase in market prices for gasoline by the end of the year and phase out almost seven decades of controls by the state monopoly.
The monopoly was ended by the 2013-14 energy reform but only now is having an impact on retail. During the seven decades, every gasoline station in the nation was owned by the state company, Pemex. Even now, only a handful of stations have been rebranded, but even they are supplied only by Pemex.
The same grades of gasoline and diesel are on offer from Baja California on the northwestern border with the US to the frontier on the southeast with Guatemala.
And, under the monopoly, prices were stable, often for months at a time.
Prices are to be announced daily as of Tuesday for the county’s 90 regions, as divided by the upstream regulator, the Federal Regulatory Commission, or CRE.
That the government should establish an elaborate system to simulate a market is ironic, said George Baker, president of the Houston-based consultancy Energia.com.
“Pemex controls the infrastructure that a market requires, such as pipelines and storage facilities,” he said.
A real market will probably have to wait, he said.
