波兰的挪威天然气管道项目即将成为现实

The economic viability of the pipeline — which will bring Norwegian gas to Poland via Denmark from 2022 — has been questioned, but the Polish government believes the price of diversification is a price worth paying given how much the country has paid for not having diversification in the past. Piotr Naimski, the Polish government’s adviser on strategic energy infrastructure, told S&P Global Platts that Poland would not be worse off buying Norwegian gas instead of Russian gas. Naimski said Poland’s state gas company, PGNiG, pays one of the highest prices in Europe for Russian gas “because we do not have different supply options. So, we are treated [by Gazprom] as a monopolistic area.” The Norway pipeline — in which PGNiG booked binding capacity of more than 8 Bcm/year for 2022-2037 — will change all that. Naimski said Norwegian gas would be competitive with German hub prices, while Maciej Wozniak, the deputy CEO for trade at state-controlled PGNiG, told Platts that Norwegian gas would be sold to Poland at market prices. “Gazprom is not offering prices reflecting market conditions for its deliveries as it does in the case of its trade partners in Western Europe,” Wozniak said. “Gas from Norway will be sold to Poland under market conditions and we will bring around 2.5 Bcm of our equity gas from Norway every year. Gas from own production is always the cheapest,” he said. While refusing to compare the cost of Norwegian and Russian gas, Naimski said: “We are asked about the cost of diversification, and the answer is that we have counted the cost of our lack of diversification.” Naimski said Gazprom was an “unreliable and expensive supplier”, while Wozniak said Poland had experienced seven supply disruptions since it joined the EU in 2004 without explanation from Gazprom. “Security of supplies is a really important argument for us. For sure, the cost of Norwegian gas won’t be higher than the gas sold now to Poland by Gazprom,” he said.
