China’s Crude Appetite Set to Grow That Much More Already the world’s biggest crude importer, China’s foreign purchases are set to grow further by an anticipated government move on storage, says BMI Research. China is poised to let more private firms to participate in the refined-oil-storage sector by lowering required minimum-storage capacity. Meanwhile, potential new entrants will no longer be asked to maintain a steady supply of refined fuels prior to obtaining government permits, a prerequisite which only large, state-owned players have been able to meet. While such a government decision might not trigger an immediate jump in infrastructure spending, BMI says it would be positive to oil imports over time because extra storage means less congestion and lower storage fees.
