招标单位：AL-WAHA石油公司(绿洲石油有限责任公司)，作为承包商和运营商同Midland 石油公司展开合作，共同完成2008年11月10日同伊拉克石油部门续签的开发生产服务协议（SDPC合同）。目前，伊拉克油田的勘探、开发、生产、地面工程建设都在进行中。

招标范围
参与竞标的设备应当满足清洗10万及10万立法米以下的储油罐以及稠油沉淀罐（包括单/双输油管旁接罐、沉淀罐、缓冲罐等）的要求。同时竞标设备还应能完成清洗原油、重油、高凝析油以及中质油的任务。该套设备在设计、制造、测试、安装、组合、交付、质量保证和售后服务方面应满足最低要求。
第一部分：竞标者应该按下列要求准备关于资格预审的文件
1． 竞标者总体介绍
公司简介（包括业务规模、公司简介、技术能力、经营范围和质量保证能力等相关信息）以及竞标资格证书
2. 竞标者职业资格文件
国内或国际所认证的职业资格的辅助文件
3．介绍竞标者的服务能力（主要服务业务、在伊拉克积累的相关经验以及实施该项目的计划）
4．近五年来相关产品在国内外销售的历史合同记录
5．由第三方专业审计结构所出示近三年的审计报告和财务报表，以及银行信贷证书（英文版）
6．按照需要提供其他相关补充材料，所有文件均需使用英语。
第二部分：资格预审文件提交时间和地址
所有预审文件应于2015年12月18日上午10点之前提交。

Tender by:AL-WAHA PetroleumCompany Limited, a company as the Contractor and Operator cooperating with Midland Oil Company, Ministry of Oil, Iraq for the execution of Development and Production Service Contract (SDPC) re-signed on November 10th, 2008. At present, oilfield exploration and development, production and surface engineering construction are carried out in Iraq.

The device in this bid should be capable of cleaning 100,000 m3 and below crude oil storage tanks ,and be able to clean heavy oil setting tanks(including double /single disc floating tank ,setting tank ,buffering tank etc ).The device should be capable of cleaning the crude oil, heavy oil, high pour point oil & medium oil. These sections include the minimum requirement of designing, manufacturing, testing, installing, package, delivering, quality insurance, and after –sale service.
Part1: Participants should provide relevant pre-qualification documents according to the following requirements:
1． General introduction of the participants
Company Profile (including relevant information on size of business, company introduction, technological capacity, scope of business and quality assurance capability etc.) and Qualification certificate.
2. Professional qualification documents of the participants
Supporting documents on domestic or international authenticated professional qualifications
3．Introduction to the service capacity of the participants(main service,Iraqi relevant experience and
Plan how to organize this project)
4．Historical contract records of sales of relevant products both at home and abroad in recent 5 years
5．Audit reports and financial statements audited by a third party professional audit agency in recent three yearsand Bank credit certificates (in English)
6．Other materials should be supplemented if needed; all documents shall be in English.
