China plans to propose legislation to protect intra-area cultural relic in the development of deep seabed resources

The draft of deep sea area resources exploration and development law submitted for deliberation on the nineteenth meeting of the Standing Committee of the Twelfth National People’s Congress on 24, makes regulations on the protection of cultural relics and laying things in the operation area for the contractor engaging in the deep sea area resources exploration and development. The main modifications are as follows. Contractors have the exclusive rights to explore and develop the specific resources in the contractual area. Contractors should perform the exploration and development contractual obligations to protect the personal security of the exploration and development workers and the marine environment. Contractors should protect cultural relics, laying things and so on in the operation area while engaging in the exploration and development. Contractors should comply with Chinese safety in production and labor protection related laws and administrative regulations while engaging in the exploration and development work. In addition, the second draft review also makes modification and perfection to the principle of the deep seabed regional resources exploration and development activities which should stick to, and the nation guaranteeing legitimate rights of exploration and development body. It increases state support for deep-sea technology research and equipment development, and the promotion of deep-sea scientific and technical exchange, cooperation and results sharing.
